Council Update July 2021

Message from the Shire President

At its July Ordinary Meeting, Council adopted its budget for 2021/22. It’s a balanced, but big, budget this year with over $10m of, largely funded, road and bridge works. The budget has also been increased by some significant road and building repair items because of TC Seroja. Thankfully, many of these costs will be covered by the Shire’s insurance and disaster funding arrangements.

We have also recently seen some further joint State and Federal funding released for our residents and businesses who were impacted by TC Seroja, particularly around covering clean-up costs, and we would encourage anyone who still has need for assistance to see if they are eligible.

This month, our region was visited by both the WA Premier and the Minister for Local Government. It is welcome that they are taking the time to come up here and try to understand some of the challenges that we are facing. In my meetings with them, I stressed the need for assistance to address the housing and building trade shortage that we have been struggling with since before the cyclone, as well as the slow insurance claims processes plaguing a number of our impacted residents.

Thankfully, despite our challenges, the recent weather has seen a great start to the cropping season and the beginnings of one of our best wildflower seasons for a number of years. I also note that Expo is returning, in its full capacity, to the Rec Centre on the 11th and 12th to showcase our Shire and region. This year all profits are being donated back to the Lord Mayor’s Distress Relief Fund to assist those in our region impacted by TC Seroja, so I would strongly encourage you to support the event.

2021/22 Financial Year Budget

Council has adopted its budget for the coming year. For the 2021/22 Financial Year the Shire of Mingenew has budgeted for a Total Comprehensive Income of $14.57m, comprising operating and capital grants (80%), Rates (14%), Transport Licencing (3% – offset by Transport Licencing Expenditure), Fees and Charges (2%) and Other Sundry Income (1%).

All of the Shire’s revenue is spent providing infrastructure and services to enhance the everyday lives for ratepayers and visitors. The Shire builds roads, maintains roads, manages waste, maintains parks and gardens, provides leisure services, and community development projects. The Shire dedicates all of its resources into areas that aim to improve the quality of life for its residents and visitors.

As a local government we also have significant compliance and governance responsibilities that we must carry out. This includes the development of various strategic and operational plans, providing reports and information to the State Government and other external agencies, and ensuring we have systems and processes in place for the sound management of public resources.

Some of these areas include:

  • Transport – $12.21m is budgeted for the maintenance, renewal and upgrade of roads, bridges, culverts, pavements and footpaths
  • Recreation & Culture – $1.41m is budgeted for the provision and maintenance of recreational infrastructure
  • Economic Services – $520,000 is budgeted for the provision of services to the community and for tourism and area promotion
  • Community Amenities – $290,000 is budgeted for community infrastructure, waste and other services
  • Governance – $360,000 is budgeted to meet Shire’s regulatory and compliance requirements
  • Other – $1.52m is budgeted for bush fire management & animal control, health, education & welfare, housing and other property and services

2021/22 Rates

As part of the budget adoption, Council adopted a rates increase of approximately 3% for the year. Rates notices will be issued by the end of July, so keep an eye out for yours.

Community Assistance Scheme Grants 2021-22: Round 1

Applications for round 1 for the Community Assistance Scheme have now opened. Community Groups are invited to apply for these CAS grants for up to $5,000.00, either in cash, in-kind or both. If your group has a project in mind that requires some funding this could be the answer for you.

Applications close 5.00pm 27th August 2021.

Local Government Elections – October 2021

For the upcoming 2021 Local Government Ordinary Election there are three vacancies, with the following Councillors’ terms expiring:

  • Cr Helen Newton
  • Cr Robert Newton
  • Cr Anthony Smyth

Should more nominations be received than the available positions, the Shire will be holding an in-person election on Saturday, 16 October 2021. Although considered an in-person election, voters may place an early vote or apply for a postal vote (more information to follow in the lead up to the election once nominations have been received).

Ward System

Previously the Shire has been governed under a Ward system (with a Town Ward and Rural Ward). However, following a review of the Shire’s Ward system in 2020, Council made a decision to abolish the ward system, and this was granted by the Minister in December 2020. Therefore, this year’s election is conducted as a full District.

Enrolments

You may be eligible to be enrolled to vote in the local government ordinary election on Saturday 16 October 2021 if you are an owner and/or occupier of rateable property in the Shire of Mingenew.

Residents

You are automatically enrolled to vote if you are on the State Electoral Roll as at 5.00 pm on Friday, 27 August 2021 (close of enrolments). If you are not already on the State Electoral Roll and meet the eligibility criteria, or if you have changed address recently, you must complete an enrolment form.

Non-Resident Owners and Occupiers

All residents in a local government district who are enrolled on the State Electoral Roll are automatically enrolled on the corresponding local government roll. People who reside outside of the Shire but own property in the Shire or occupy property within the local government but are not enrolled for that property on the State Electoral Roll can apply to their local government to be included on the roll as an owner/occupier, as long as they are eligible electors. A body corporate may apply to have up to two eligible nominees to be included on the owner/occupier roll.

Nominations

Any person who is an Australian Citizen over the age of 18 years who is an elector of the district and is not disqualified under the Local Government Act 1995 may nominate for Council. Nominations for all vacancies open on Thursday 2 September 2021 and must be lodged by 4.00pm Thursday 9 September 2021.

Roadwork Updates

As we move into a wetter time of year, our road works will be focused more on general and reactive maintenance. We will be utilising the Shire’s text messaging service, Facebook and our website to provide updates on any road closures. We encourage people to report any hazards to the Shire, (click here) and ask that people drive to the conditions.

As the weather improves, our first order of business is to complete resheeting works at the northern end of Mooriary Road, following by resheeting on Morawa-Yandanooka Road.

Call for Expressions of Interest: Mingenew Tourist Centre Lease

In previous years Mingenew’s Tourist and Promotions Committee volunteers have manned the building during wildflower season, but a year-on-year reduction in volunteer availability – and increase in visitors has meant that this year we will be trialing a different model.

Following an initial EoI process, Council has re-advertised and will consider applications from groups that may require financial subsidy.

Expressions of Interest will be received up to 9.00 am Friday 6 August 2021 and the matter will be decided at a Special Meeting of Council the following week

Shire Tenders

The Shire currently has two open public tenders:

RFT1 2021/22 – Yandanooka North East Road Intersection Construction

The Shire of Mingenew requests the submission of tenders by suitably qualified and experienced contractors for the construction of a realigned section of Yandanooka North East Road, and a modified intersection between Yandanooka North East Road and Mingenew-Morawa Road.

Tenders must be submitted to tenders@mingenew.wa.gov.au by 2.00pm on 30 August 2021.

RFT2 2021/22 – Purchase and Disposal of Motor Grader

Tenders are invited for the supply and delivery of one (1) Motor Grader with a net engine power of 130 – 180kW and for the outright purchase of one (1) 2008 Caterpillar 12M Motor Grader with approximately 11,119 operational hours.

Submissions must be made to tenders@mingenew.wa.gov.au by 11.59pm on Sunday 22 August 2021.

Our transfer station is now open.

TC Seroja
The Shire is continuing to maintain its website resources for those impacted by the cyclone. We have recently had an announcement from the State and Federal Governments of a range of funding for primary producers, business owners and residential property owners. You can find more information here.

Financial Assistance:

Mosquito Activity

If you are have issues with mosquitoes at your property, please let the Shire know (visit the office, call 9928 1102 or email enquiries@mingenew.wa.gov.au) so that we can investigate and treat the issue.

Given the recent weather, there is more standing water around than usual and this can result in increased mosquito numbers. We can only do so much on our own, so please help by:

  • Emptying out standing water that they could breed in
  • Tidying up any debris which might be serving as a breeding ground
  • Let us know about issues in public areas. We can help treat standing water on or near your property which might be serving as a breeding ground that can’t be emptied out

Council Meeting Review – July 2021

The July Council Meeting saw the adoption of Council’s budget for the 2021-22 financial year. This included the endorsement of a range of projects and initiatives that we will be rolling out over the next 12 months (and beyond).

Council also endorsed the annual review of the Shire’s 5-year Road Plan and support for Council co-contribution towards the replacement of the Mingenew Tennis Club clubhouse.

Council Update June 2021

Message from the Shire President
As we roll through the end of financial year, Council has been spending time putting together its budget for 2021/22. The process is, as always, a lengthy one – taking place over a couple of months – as we also review our Corporate Business Plan and 5-year Roads Plan and allocate resources for their delivery.

As with every year, the process – which we hope to finish in July – is a balancing act. Council’s financial and human resources are, like any household budget, limited. As a result, committing resources in one area often means spending less (or going without) elsewhere. Whilst we are always trying to bring in external grants, these are often tied to specific projects and offer little flexibility in terms of where and how they are spent. This year we are also dealing with some uncertainty, as we seek to recoup some of the unexpected costs incurred by TC Seroja – and provide resources to assist with the ongoing community recovery process. We are also facing increased costs – particularly in the construction sector – which have only been made worse by the cyclone. All along, we are very mindful of the need to ensure that any cost increases passed onto the ratepayer are as modest and sustainable as they reasonably can be.

Whilst that challenge remains, we are also working with our State Government counterparts to try to develop solutions to the significant temporary and longer-term housing challenges that the cyclone has created, for both residents and workers. Whilst these matters are certainly progressing, the process remains slow. That said, there are still a number of support options available for those impacted and in need of assistance. If you are unsure of what is available, further details are in this newsletter, or you can contact the Shire directly.
One silver lining through the past month has been the rain. For both our farming community, and the prospect of a strong wildflower season, the regular showers have provided a good start to the season, and we all hope that the finish is equally good.

Expressions of Interest will be received up to 9.00 am Monday 12 July 2021 and the matter will be decided at the 21 July 2021 Council Meeting.

Cecil Newton Park/Skate Park Project Update
With some landscaping works due to happen in July, and a wait on some shade sails, work in Cecil Newton Park is nearing completion, and we hope to have a small event to formally open it – and thank the many generous people and businesses who have contributed, particularly to the flying fox.

The pump track will be constructed in the second half of the year, which will see the skate park/pump track area completed.

Parks and Gardens Update
With our 2021/22 Budget nearing completion, we will see some new projects coming online in the Parks and Gardens space. Some of these will be for consultation, and some for construction and delivery.

Mingenew Spring
We will be conducting consultation around the future of the Mingenew Spring to further enhance the existing pathway and recently-refurbished windmill

Samuel Phillips Park
Following community consultation earlier this year, Council will be conducting further planning works around the Park. There was interest in a range of options revealed through the feedback we received, with a range of park improvements or the potential for a water park raised repeatedly. It is expected work will be done in the new Financial Year to further scope up – and cost up – some of these options. One of the key considerations for Council is not just the construction cost, but also the running cost of new facilities. At this stage, a water park is viewed as cost prohibitive.

Pathway Plan
We have received funding to develop a plan for a range of footpath/cycle path upgrades to town. We will be consulting the community on our draft plan to get a better picture of what is required and prioritise the work over the coming years.

Main Street Streetscape
Several years ago the Shire commissioned a Town Centre Revitalisation Plan, which we have been working through and drawing guidance from for a range of parks and gardens improvements. (You can find it on our website here). One of the larger items is treatment of the main street section of Midlands Roads. This remains a future project, but one that we expect to start planning in FY21/22.

Keeping on Top of Everything
Turning these ideas into tangible outcomes is not always as straightforward as it may seem from the outside; projects require planning, in some cases grant applications, and allowances to be made for ongoing operational activities – because everything new must also be maintained. Because we operate with limited spare capacity, any new project we build displaces either existing operational works or other projects. For example, the time our crew spend upgrading playgrounds is time they don’t spend maintaining gardens or recreational facilities (and vice versa). As such, we need to try to balance our appetite for new projects with our need to maintain what we currently have – and we know we don’t always get this 100%. Especially when you throw cyclones and related challenges into the mix!

That said, our crew put in a lot of effort to keep things looking good – so please do provide feedback if you notice areas where work is required.

Council Meeting Review – June 2021
The June Council Meeting saw some recent regulatory changes taking effect, with Council adopting a new Code of Conduct for Council Members, Committee Members and Candidates. It also saw some key governance matters completed, with the annual review of the Delegations Register and Corporate Business Plan as well as the minor two-year update of the Strategic Community Plan. Council also passed a motion to make a minor change to the organisational structure, elevating the Governance Officer role to a Governance and Community Manager position.

Call For Expressions of Interest: Mingenew Tourist Centre Lease – Round 2

Following an initial round of Expressions of Interest for leasing the Mingenew Tourist Centre to provide tourist information services for 2021, Council have determined to offer a second round, encouraging local applicants to apply and consider developing partnerships that may enhance service delivery and community benefits.

Applications that include a request for Council contribution will be considered but as with Round 1, applications will be expected to demonstrate value for money and meet all other criteria.

Council Update May 2021

Message from the Shire President

May has been a bit of a strange month. For some, life has – thankfully – returned largely to normal following the cyclone. For many on our farming community, following a quick clean-up, seeding has been the focus for the past weeks – and the aftermath of the cyclone is something we will get to once that important task has been completed. For others, there is significant rebuilding to do, and this process could take quite some time.
For those who need assistance – whether it’s financial, insurance, a helping hand or simply someone to talk to – there is a large range of services that are currently available. You will find a number of them listed below, and you can always contact the Shire if you are unsure.

The good news is that we have had reasonable rainfall so far for the start of the season, so for those who are (or have finished) seeding – and for our wildflowers – we are hopeful that the weather remains kind for the coming months and we have some more reasons for positivity as the year rolls on.

For its part, the Shire is working constantly with the State Government and NGOs to advocate for our community and the issues that we are facing; at the moment this includes finding solutions for worker accommodation and medium-term housing as well as ensuring that there is suitable psychosocial support available in our region for anyone who needs it. We are also doing our best to ensure that we can provide information and direct people to support when they ask.

On an unrelated, and lighter note, I was very happy to join representatives from our local Men’s Shed to celebrate the re-raising of the windmill at Mingenew Spring. The old, damaged windmill was taken down some months ago and repainted and restored by the Men’s Shed. It’s great to see it back up again, and it will form part of a longer-term plan for Council to make the Mingenew Spring a more inviting place for visitors in our town.

The event marked the end of National Volunteer Week and was also another great reminder of the hard work and contribution of our many community volunteers.

Roadwork Updates
The Shire has almost completed gravel resheeting works for our section of Milo Road in May. Please observe any signage and traffic control measures in the area.

Works will commence on the northern end of Mooriary Road following completion of the Milo Road works.

Cecil Newton Park/Skate Park Project Update

The skate park is now open! Pathways will be installed soon and additional landscaping and shade structures are being arranged.

Transfer Station Transition Process: Commencing 7 June

The process of transitioning from our current landfill to a manned transfer station facility is nearing completion. Operations will commence on 7 June 2021. This will include:

  • Reducing the hours that the tip is open. Based on feedback from previous community surveys, the Shire will be adopting the following hours initially:
    • Monday: Closed
    • Tuesday: 8am – 12pm
    • Wednesday: 1pm – 5pm
    • Thursday: Closed
    • Friday: 8am – 12pm
    • Saturday: 9am – 12pm
    • Sunday: 9am – 12pm
  • Restricting (and controlling) the type and volume of waste accepted
    • Particularly tyres and asbestos which are expensive for the Shire to manage and dispose of, and often dumped improperly
  • Separating waste streams more effectively to allow certain types of waste to be collected and recycled, rather than going to landfill
  • Charging to accept some waste types and/or introducing charges for those who are not Shire ratepayers
  • Manning the site to better monitor and manage this
    • There will be an attendant employed at the transfer station to provide direction to people about where to dump their waste

Many of our neighbouring shires have already moved to a similar model, and this process will bring Mingenew in line with modern waste management approaches and current waste management legislation. In addition to increasingly stringent environmental regulation which is making these changes necessary, we have also recently been receiving significant amounts of waste, like tyres, at the landfill.

It is acknowledged that some of this is coming from outside the Shire, because our tip is open 24/7 and free. The current lack of a control mechanism means that it is going to be the Shire (and ratepayers) that are required to pay for this waste to be properly disposed of. By transitioning to a transfer station, we will be able to better manage situations like this.

Council Meeting Review – May 2021

The May meeting featured a number of planning items. Beyond the applications, one of the key items passed at Council’s May meeting was a paper waiving building and planning fees for anyone requiring to demolish or rebuild as a result of Tropical Cyclone Seroja. Council also adopted several new policies, regarding road verge vegetation management and construction of vehicle cross-overs.

Message from the Shire President

It’s fair to say we’ve seen a month like almost no other in living memory with the impact of Tropical Cyclone Seroja on our Shire. Whilst we did not incur the same level of damage as some of our neighbours to the north-west, Mingenew still suffered significant damage. As you read this, I hope that you are safe and well, and recovering. For those who are in need of assistance, I know there are many services available and, if you aren’t sure how to access them, you can always contact the Shire.

On that note, I would like to recognise our team; our CEO Nils and his staff have been a real credit to our Shire in the past few weeks as they have helped to manage the clean-up and recovery process. It should also be noted that in the last few weeks we have really seen our community pull together and there have been numerous volunteers, as well as organisations like the Mingenew Police and Mingenew Irwin Group who have put significant time and effort into the welfare of this Shire. This community spirit has seen us start the recovery journey well – and I am sure will hold us in good stead for the rebuilding journey ahead.

For some, thankfully, the clean-up more or less marks the end of the cyclone’s impact. For others though – who have lost homes, buildings and equipment – the process is going to take longer. For many of our farmers, this is coupled with the need to sow crops as well. It might take a few weeks, or even months, for the impact of the cyclone to hit home – and during this time it’s important to check in with your friends and family, and reach out if it starts to become a struggle.

Whilst we are continuing to advocate for our community during the recovery process, we are also doing what we can to see life return to some kind of normality as well. To that end, I’m happy that winter sport has started, and that those important sporting and social events – which are part of our community fabric – continue to take place. From the Shire’s point of view, our facilities were not significantly damaged, and we hope to be able to support those ongoing activities.

It is going to take some time for the repairs and rebuilding to happen, and we want to ensure that our residents are able to stay in the Shire, run their businesses effectively, and rebuild. To that end, I want to encourage everyone to support our local businesses. Keeping our main street busy and vibrant and our local operators working will be a key part of the recovery process and we all have a part to play. There are also a number of support services available for anyone who needs a hand at the moment – and I know the Shire has been working on publicising these as best they can. Don’t hesitate to get in touch though if you aren’t sure where to turn.

TC Seroja

A summary of that content follows below:

Clean-up

  • Visit this site for a helpful clean-up guide from the Red Cross
  • We are investigating options to assist with removal of metal waste, particularly for those with damaged sheds and similar structures
  • Fake tradies and other types of scammers often target disaster affected areas, offering cheap, cash-only repairs to roofs, driveways and fences, so beware those who come to your door unannounced. Instead ask relatives, friends or social media connections for recommendations, get several quotes and sight previous work plus proof of any credential claims, such as evidence of an industry association membership.
  • The Shire asks that you take remaining green waste and debris to the landfill moving forwards; we may have another kerbside pickup service available in the coming weeks, but for now our crews have returned to their regular duties

Electricity

  • If anyone is still without power and in need of a generator, we have a number available for loan. Please contact the Shire for more information.
  • Western Power are asking for landowners / residents in rural areas with power poles down or damaged to, if safe to access, please record the pole number shown on the pole (should be a yellow plate with pole number beginning in ‘S______’ and or ‘MI_/_’. Please contact Western Power on 13 13 51 or report to the Shire and we can collate and report on.
  • If you have seen a downed pole or wires, please do not assume it is de-energised and do not try to move it. Stay 8m away and report it Western Power on 13 13 51 (24/7). By reporting it, you ensure that Western Power are aware of it and able to prioritise the repair.

Asbestos

You may have damaged asbestos on your property. This will mostly be broken pieces of asbestos sheeting (fences, walls, eaves). The asbestos in these broken sheets will still be ‘bonded’. That is, the fibres will be held together in the cement matrix so they wont be easily released. Therefore, they present a very low risk for exposure unless you start to break them further.

The authorities are organising specialised asbestos removalists for asbestos clean-up, so you don’t have to touch it. However, if you want to clean-up and remove the bonded asbestos sheets and fragments on your property you can do this if you follow the precautions below. If the asbestos can be easily broken when you touch it you need to leave it alone. This means it is becoming friable and will require specialist removalists.

Reasonable measures for cleaning bonded asbestos sheets and fragments:

  1. Make sure you are wearing adequate personal protective clothing. This includes;
    • P2 or N95 mask
    • Disposable coveralls – if available or old clothes that can be disposed later
    • Gloves
    • Disposable shoe covers – if available or hard cover shoes that can be cleaned
  1. Do not break or crush the asbestos when you are moving it.
  2. Carefully place the asbestos material in 200um plastic bags (heavy duty) or wrap using rolls of 200um plastic.
  3. If you are placing the asbestos in plastic bags they should NOT be more than half full. Tightly twist the bag opening and fold over to form a goose neck and secure with heavy duty duct tape. Finally place that bag inside another one (double bag), seal and label ‘DANGER ASBESTOS WASTE’
  4. If you are using rolls of black plastic make sure you only wrap the equivalent of a single fence sheet for each wrapping. Double wrap, seal with duct tape and label ‘DANGER ASBESTOS WASTE’
  5. Contact the Shire to arrange appropriate collection and disposal (we can also potentially assist with provision of plastic to wrap asbestos)

Stock Feed

For farmers impacted by TC Seroja, stock feed (export-grade hay in 8x4x4 bales) is available from the Mingenew Polocrosse Grounds. Contact the Shire on 08 9928 1102 if you require some, as all collections need to be registered and accounted for.

Legal Aid WA at 1300 650 579 is available for free legal advice and referrals to assist with insurance claims, ability to service a mortgage, debts, property, housing and replacing important documents.

Financial Assistance

  • The Australian Government is establishing a range of financial assistance measures for those affected. For more information visit this website or call 180 22 66. Impacted Mingenew residents will be eligible for Commonwealth assistance
  • The Lord Mayor’s Distress Relief Fund has been activated. We will provide more information on how to apply for assistance through the fund as it becomes available.

Rural Aid

Rural Aid is a NFP Organisation that was set up to fundraise and provide assistance for farmers and rural communities and can provide assistance in times of natural disasters. Tropical Cyclone Seroja

The Shire of Mingenew is currently working through the recovery stage following Tropical Cyclone Seroja.

In addition to the information below, we strongly recommend those impacted also visit the DFES Recovery Website, which contains a range of up-to-date resources, including links to financial assistance.

You can also attend the local recovery hub and meet representatives from DFES, the Department of Communities and Red Cross at the Mingenew CRC every Monday (and in Morawa Tuesday-Friday)

BUILDING WORKS AND APPROVALS

The Shire has introduced measures to streamline and reduce costs associated with planning and building approvals that would normally apply to building and development applications, to aid with recovery efforts.

There are a number of exemptions that already apply in terms of planning and development approvals for replacement structures that are like-for-like or are temporary measures (please note the exemption may not apply for heritage protected places or those within a bushfire prone area), including:

  • demolition of any building or structure
  • temporary works/accommodation (such as caravans, dongas, temporary grouped dwellings, cafes, shops etc) for an agreed period
  • emergency works to buildings and structures for public safety and maintenance of essential services
  • new single houses and associated structures on R-Coded land
  • new single houses and associated structures on rural land
  • new grouped dwellings, short stay accommodation, tourist accommodation, workforce accommodation etc.
  • new commercial buildings
  • solar panels on the roof of a building
  • signage
  • public works
  • specified as exempt in a local planning policy

At its May 2021 Ordinary Council Meeting, Council voted unanimously to waive a range of building and planning application fees to assist those impacted to rebuild, and waived some planning requirements for temporary buildings at its August 2021 Ordinary Meeting.

The above relates to planning and development approvals under the Planning and Development Act 2008, Regulations and the Shire’s Local Planning Scheme only, a building application may still be required under the Building Act. ROADS

  • At this stage we ask that everyone travelling on the unsealed road network exercise caution; immediate hazards from the cyclone have been largely cleared, but there will be some road damage and signage that will take time to repair.

If your property sustained damage and is unliveable please contact the Shire so that we can collate this data for assistance and accurate reporting. So even if you have lost your home and you are staying with family or in another home on the same property we would like to hear from you. Please do not simply throw your asbestos waste at the tip, as this will present a hazard to other tip users as well as Shire personnel who will need to clean it up. Advise the Shire that you have asbestos for pick up, leave the asbestos wrapped, labelled and separate from other waste on the verge and we will arrange for safe collection and disposal.

Council Update March 2021

Message from the Shire President

With March behind us, I want to recognise the efforts of the Mingenew Turf Club in delivering another fantastic race event this year. In addition to a great crowd on the ground, I believe this year also saw the event broadcast to an international audience on the Sky Racing Channel.

Speaking of television, you may have also recently seen the Shire’s new astrotourism commercial on TV or social media. After several years of promoting our wildflowers, this year we are branching out into showcasing our night skies. The Shire’s aim is to find a way to extend our tourist season beyond the main wildflower season peak in winter/spring, and give visitors another reason to explore our Shire. There are several events planned for the coming months as well, with the first of them taking place at Yandanooka on 10 April.

This month the Shire also had a visit from the Local Government Grants Commission, the body who divide and distribute Federal funds to Local Government. They met with Councillors and staff to discuss the complex formulae they use to work out how much we receive and what we can do, as a local government, to try to maximise our share. (Things like population, location and road lengths are quite highly weighted). The best outcome is for the overall pot of money awarded to Local Government across Australia to grow – and this is something we will continue to lobby for with a Federal election likely in the next year or so.

We have also been pressing our case with Main Roads WA for more funding to go into the inland routes on the Mid West network – particularly roads like Midlands Road. Much of the regional investment has been taking place on coastal roads, and we are keen to see some of the funds make it further inland.

Following the recent election I have also written to a number of our returning, and new, State representatives to press for local, and regional, support for the next term of the WA Parliament. It is not yet clear what the make-up will mean for the ongoing local government reform process, so we will be watching this keenly.

Looking forwards, winter sport training has commenced up at the Rec Centre, and I there is plenty of anticipation around the opening night game here in Mingenew on 1 May. I wish all our teams the very best for the season to come.

Transfer Station Transition Process: 12 April 2021 Changeover

The process of transitioning from our current landfill to a manned transfer station facility is nearing completion. We remain on track to shift to transfer station operations from Monday 12 April 2021. This will include:

  • Reducing the hours that the tip is open. Based on feedback from previous community surveys, the Shire will be adopting the following hours initially:

  • Restricting (and controlling) the type and volume of waste accepted

  • Separating waste streams more effectively to allow certain types of waste to be collected and recycled, rather than going to landfill
  • Charging to accept some waste types and/or introducing charges for those who are not Shire ratepayers
  • Manning the site to better monitor and manage this
    • There will be an attendant employed at the transfer station to provide direction to people about where to dump their waste

Many of our neighbouring shires have already moved to a similar model, and this process will bring Mingenew in line with modern waste management approaches and current waste management legislation. In addition to increasingly stringent environmental regulation which is making these changes necessary, we have also recently been receiving significant amounts of waste, like tyres, at the landfill.

It is acknowledged that some of this is coming from outside the Shire, because our tip is open 24/7 and free. The current lack of a control mechanism means that it is going to be the Shire (and ratepayers) that are required to pay for this waste to be properly disposed of. By transitioning to a transfer station, we will be able to better manage situations like this.

Astrotourism

As part of our efforts to diversify our tourism sector, and extend our tourism period beyond wildflower season, the Shire has been actively working to promote stargazing and astrotourism. You may have seen (or even attended) one of our events at Yandanooka (the next one is coming up on April 10 – click here).
There is a follow-up indigenous stargazing event planned as part of the Shore Leave Festival in May. The event will take place across the Littlewell Reserve and Mingenew Golf Course on Saturday 8 May – expect details to become available shortly here.

Samuel Phillips Park

A recent independent safety inspection of the playground equipment in Samuel Phillips Park revealed a wide range of compliance issues. Some were due to age and deterioration, others because playground safety standards have become stricter since the equipment was originally installed. Given Council’s awareness of the potential safety risks the playground represented, action needed to be taken.

Because of the cost and difficulty of bringing the equipment up to the required standard – and considering the new playgrounds being installed at Cecil Newton Park – Council has removed the play equipment. Unfortunately, because it did not meet current standards, Council was not able to sell/give away the old equipment. Had it done so, the Shire would have potentially remained liable for future injuries or incidents that it may have caused.

This leaves us with a blank canvas at Samuel Phillips Park! Council is seeking community submissions for future uses for the space that we can incorporate into our Corporate Business Plan and future budgets.

Roadwork Updates

Following the sealing of Mingenew-Mullewa Road, the Shire will be commencing gravel resheeting works for our section of Milo Road in April. Please observe any signage and traffic control measures in the area.

Cecil Newton Park/Skate Park Project Update

With the flying fox now complete, work will be taking place through April on the skate park. This should be completed by 23 April. At the same time, the pump track has been pegged out and will start to take shape as well.

Dentist in Town

The RFDS/Karara Mining Dental Van is back in town for 12-23 April. To book, call 9928 1102 before the 12th or 0409 450 286 while the Van is in town.

Agritourism

In addition to the Shire’s recent work in astrotourism, we also held a regional agritourism workshop in Mingenew on 11 March. The event was well attended, and thanks to some engaging speakers and engaged attendees saw plenty of great discussion and ideas.

One of the key action items from the day was to keep the group together and talking about how we can do more with agriculture-based tourism in our region. As part of this process, a Facebook group has been set up to allow anyone interested to learn more and contribute. It can be found here.

ANZAC Day

The annual ANZAC Day Dawn Service will be taking place at the war memorial on Showgrounds Road from 6am on Sunday 25 April. Please contact the Mingenew CRC for more information.

Fire Season

We are now in open burning season. Restricted burning will return on 1 October 2021. Even so, please ensure you are exercising caution with any burning off that you are conducting. The DFES website has some information to help landowners.

To improve our public communication the Shire sends out text messages for key fire, road and community-related matters. It’s easy and free to get on the list. If you would like to be added to the database, please fill in a form at the Shire office or complete one online here.

Mosquito Activity
Shire officers have been testing and treating standing water for mosquito larvae and fogging. If you are have issues with mosquitoes at your property, please let the Shire know (visit the office, call 9928 1102 or email enquiries@mingenew.wa.gov.au) so that we can investigate and treat the issue.

Waste Management Changes

**Updated 7 June 2021**

Following initial works in 2018 and public consultation through late 2019, you may have noticed some further changes at the Mingenew Tip over the past months. To improve its environmental management, control dumping of dangerous waste, and waste from outside the Shire, and better meet its legislative duties, the Shire will shortly be transitioning from the current landfill arrangement to a manned Transfer Station, similar to that now found in many of our neighbouring towns. The matter had been postponed due to TC Seroja, but is now back on track.

When will it start?

Monday 7 June 2021.

How will it operate?

The site will be staffed by Cleanaway, who manage local rubbish collection. Upon entry, you are required to visit the site shed and the staff member will provide you with directions for the disposal of your rubbish. There will be signage on site to assist.

What does this mean for opening hours?

As the site will be manned, opening hours will be restricted. Based on feedback from previous community surveys, the Shire will be adopting the following hours initially:

Monday:           Closed

Tuesday:          8am – 12pm

Wednesday:      1pm – 5pm

Thursday:          Closed

Friday:              8am – 12pm

Saturday:          9am – 12pm

Sunday:            9am – 12pm

As this is a new arrangement, we will monitor these hours and they may be reviewed in the future.

Will it cost anything?

Initially, no. The intent is to keep the use of the facility free for Mingenew residents and ratepayers. There may be charges introduced for non-resident and ratepayers to dump their rubbish in Mingenew.

Will all waste be accepted?

No. Due to the cost involved with disposal of asbestos and tyres, these items will no longer be permitted to be dumped.

Council Update February 2021

Message from the Shire President

It’s hard to believe we are already through the first two months of 2021. I hope everyone has managed to take a break, recharge and has started the new year on the right foot – our recent rains certainly haven’t hurt.

As we move into March we also have the Mingenew Races on the calendar; it’s sobering to think that our races were one of the last major events to take place in the State before the COVID-19 lockdown, and resulting challenges of the past 12 months. It’s also welcome to know that our annual race day is back.

As is customary, Council did not hold a meeting in January, so we have recently completed our first Ordinary Meeting for the year, as well as our Annual Electors’ Meeting. In spite of the lack of meetings, there has been plenty happening in the background, with a number of projects progressing, including our works on the Mingenew-Mullewa Road, and a few further steps towards converting our landfill to a transfer station.

We have also have some staff-related news. After 14 years, our Works Supervisor Rocky Brennan is moving on. I want to thanks Rocky for all his work during his time for the Shire and wish him all the best. We have also welcomed Peter Wood as our Works Manager. Peter is responsible for the management of our depot operations, and has plenty of projects to sink his teeth into. I am also pleased to announce that at Council’s February meeting, we endorsed a further three year contract extension for our CEO Nils Hay.

I wish you all the best for the remainder of the year to come – here’s hoping the challenges of 2020 remain a thing of the past.

The process of transitioning from our current landfill to a manned transfer station facility is progressing – as anyone who has visited the tip site lately would have noticed. We anticipate the shift to transfer station operations from Monday 12 April 2021. This will include:

  • Reducing the hours that the tip is open
    • There will be some trialling to ensure opening times are suitable; initially we anticipate it will be open 18 hours per week, across a couple of weekdays and the weekend. Hours will be advertised by the Shire and on signage at the tip.
  • Restricting (and controlling) the type and volume of waste accepted
    • Particularly tyres and asbestos which are expensive for the Shire to manage and dispose of, and often dumped improperly
  • Separating waste streams more effectively to allow certain types of waste to be collected and recycled, rather than going to landfill
  • Charging to accept some waste types and/or introducing charges for those who are not Shire ratepayers
  • Manning the site to better monitor and manage this

Astrotourism

As part of our efforts to diversify our tourism sector, and extend our tourism period beyond wildflower season, the Shire has been actively working to promote stargazing and astrotourism. You may have seen (or even attended) one of our events at Yandanooka (the next one is coming up on April 10 – click here for the event page).

We have also been working on some minor infrastructure around Yandanooka to better cater for stargazing and astrophotography, as well as discussing the potential for the installation of similar assets with the department of Parks and Wildlife.

Mingenew is blessed with minimal light pollution as well as unique features like the Space Centre at Yarragadee, and we are keen to utilise these features to create another reason to say “We’ll see you in Mingenew!”

Roadwork Updates

Despite some delays due to recent rain, the Mingenew-Mullewa roadworks should be completed and sealed by 14 March. From there, our crew will be doing some work in town, upgrading parking around the Silver Chain and daycare building before Phillip Street, along with some of the town’s carparks, are resealed. Once the town works are complete, we will be re-sheeting Milo Road.

Cecil Newton Park/Skate Park Project Update

With the flying fox almost ready to open, the playground component of our youth precinct is almost completed – there’s still plenty to come though. In the near future we will be installing new paths in Cecil Newton Park and between the bakery and MIG building, as well as conducting some garden works to tidy up the park.

Following that we will start construction work on the pump track, with the skate park upgrade set for next month as well.

Changes to Ranger Services in 2021

The Shire has engaged the services Of WA Contract Ranger Services Pty Ltd to perform the Ranger duties in the Shire. Matthew Sharpe and Kylie Spark will be performing all duties as requested by the Shire from 1 January 2021.

WA Contract Ranger Services provides Ranger duties to over 30 Local Governments in the wheatbelt and look forward to working with the community.

They will initially take some time to introduce themselves around the community, including door to door dog and cat registration checks. WA Contract Ranger Services also offer in home microchipping of dogs and cats at very reasonable rates.

The Rangers are also closely affiliated with A1 Wheatbelt Dog Rescue and can assist with the re-homing of unclaimed/unwanted cats and dogs.

Tidy Blocks

With fire season here, in addition to ensuring your block is safe, it’s a great time to do some tidying.

Our Environmental Health Officer and Ranger will be conducting inspections to identify any locations which may harbour vermin, provide habitat for snakes or mosquitos. These blocks typically:

  • Contain debris or rubbish, including places where water collects and stagnates
  • Are overgrown or untidy

What will Council do?

We will contact property owners and request that they address any issues that are found. We can also help to discuss possible solutions. Council can assist with transportation of large items to the rubbish tip and with block slashing through private works arrangements. We may also be able to assist with the treatment of standing water to eliminate mosquitos.

In general, we much prefer to help owners tidy up rather than issuing infringement notices.

What can you do?

Store materials on your block in a tidy manner and tip out any standing water, reducing the places for vermin, snakes and mosquitos to live and breed

  • Remove debris/rubbish from your block
  • Keep the vegetation on your block trimmed so that it doesn’t become a home for vermin or, come the end of the rains, a potential fire hazard
  • Contact Council if you have large items, like car bodies, that you need help to remove

What is the outcome?

  • There are less places for vermin, snakes and mosquitos to breed
  • There are less overgrown lots and a smaller fire risk
  • Our town looks tidier and more appealing
  • Mingenew is a safer and more pleasant place to live and visit

Council Update December 2020

Message from the Shire President

As 2020 draws to a close, we can reflect on what an extraordinary year it has been. Whilst COVID-19 caused all kinds of disruptions to the way we live and how our Shire operates, we’ve still managed to accomplish quite a lot: land sales, significant funding windfalls which are resulting in some great new projects and ongoing improvement in the way that our Shire operates. Even in this challenging year, we are finishing in better shape than we started.

Over the past month Council has adopted its annual report and financials for the 2019-20 year and I am pleased to see that we are delivering another unqualified audit result. Our staff have grappled with significant changes in accounting standards, brought in late and retrospectively, by the State Government, and still managed to complete the required processes to a high standard and on time.

I am also pleased to report that the Shire has offered our CEO, Nils Hay, an extension to his current contract (which is due to expire in mid-2021). We will look to conclude contract negotiations in the coming weeks to secure his services for several more years.

This month I was fortunate enough to attend the Mingenew Primary School’s annual presentation night. It is great to see our school community so strong, and to know that Mingenew, despite its small size, offers such a positive learning environment for our next generation. My hat goes off to the staff, parents and community members who provide such great support to our children.

The month has also seen some strong interest in a recent planning approval Council provided to a food and coffee van operator in our Shire. The process has highlighted some differences in how people view the role of Council when making such decisions. From a legislative point of view, Council’s role is to consider planning decisions on their merits under the relevant planning laws. These laws, broadly, do not give Councils the scope to make such decisions on the basis of commercial implications, and the role of Council is not to regulate competition. Whilst we can always improve our decision-making processes,  Council’s role is one of facilitating economic activity, through the administration of the relevant planning legislation, construction of infrastructure, promotion of the Shire, and through encouraging initiatives to help local businesses work together more effectively.

Littlewell Funding Boost

We are pleased to report that we were successful in securing funding through the Foundation for Rural & Regional Renewal a $10,000 grant for seating and shelters at the Littlewell Reserve. This will provide rest and picnic facilities for visitors to the reserve.

Mingenew Youth Precinct Update

Those following the project will note that the flying fox equipment has been installed. Unfortunately, due to the timing of the install, we won’t have the soft-fall in place until the new year. Thanks to all who have pledged to contribute either financially, or in kind, to this project – particularly the Ward Family whose donation and drive for the flying fox made it all possible.

Community Assistance Scheme Update

Council has selected successful applicants for the second round of our annual Community Assistance Scheme funding program. It was an over-subscribed application process this time around, which meant that some worthy applications missed out. We are pleased to report that the following projects were fully funded:

  • Mingenew Sports Club Revamp
  • Mingenew Historical Society Oral History Project
  • Mingenew Silver Chain Committee Prescription Delivery Service

If you have been down the main street, you may also notice a previous project by the Mingenew Historical Society has been completed, with the addition of several photos on the ‘Mice of Mingenew’ interpretive sign on Midlands Road, opposite the bakery.

To improve our public communication the Shire sends out text messages for key fire, road and community-related matters. It’s easy and free to get on the list. If you would like to be added to the database, please fill in a form at the Shire office or complete one online here.

COVID-19 Registration Requirements

As most people will now be aware some WA businesses and venues (including community facilities) are required to maintain contact registers.

To assist, the WA Government has developed the Safe WA app, which will use QR codes for visitors and staff to register their attendance. Keep an eye out for QR barcodes and written registers at relevant Shire facilities.

Tidy Blocks

With fire season here, in addition to ensuring your block is safe, it’s a great time to do some tidying.

Our Environmental Health Officer and Ranger will be conducting inspections to identify any locations which may harbour vermin, provide habitat for snakes or mosquitos. These blocks typically:

  • Contain debris or rubbish, including places where water collects and stagnates
  • Are overgrown or untidy

What will Council do?

We will contact property owners and request that they address any issues that are found. We can also help to discuss possible solutions. Council can assist with transportation of large items to the rubbish tip and with block slashing through private works arrangements. We may also be able to assist with the treatment of standing water to eliminate mosquitos.

In general, we much prefer to help owners tidy up rather than issuing infringement notices.

What can you do?

Store materials on your block in a tidy manner and tip out any standing water, reducing the places for vermin, snakes and mosquitos to live and breed

  • Remove debris/rubbish from your block
  • Keep the vegetation on your block trimmed so that it doesn’t become a home for vermin or, come the end of the rains, a potential fire hazard
  • Contact Council if you have large items, like car bodies, that you need help to remove

What is the outcome?

  • There are less places for vermin, snakes and mosquitos to breed
  • There are less overgrown lots and a smaller fire risk
  • Our town looks tidier and more appealing
  • Mingenew is a safer and more pleasant place to live and visit

Fixed Wireless Coverage for Mingenew

Just a reminder that the Shire, with assistance from the Federal Government’s Drought Communities Program, has completed an upgrade of a telecommunications near the Mingenew townsite. This upgrade has made Node1’s Fixed Wireless internet service available to residents and businesses in town.

Fixed wireless broadband is already available to many in the rural parts of the Shire through the State Government’s Digital Farms program, which the Shire project built upon.

Shire officers have been testing and treating standing water for mosquito larvae and fogging. If you are have issues with mosquitoes at your property, please let the Shire know (visit the office, call 9928 1102 or email enquiries@mingenew.wa.gov.au) so that we can investigate and treat the issue.

Council Meeting Review – December 2020

Council’s November meeting saw a range of items passed, including:

  • Adoption of the Shire’s annual report for 2019/20 (you can view the report on our website here)
  • The allocation of funding in the Local Roads and Community Infrastructure Phase 2 program. This will see funding put towards the installation of public WiFi in the main street, a renovation of the library and reception area of the Shire office and over $130,000 of gravel resheeting. The works will all take place between July and December 2021
  • Consideration of Shire feedback to further legislative review processes, including the Select Committee into Local Government
  • The review of the Shire’s (significant) body of administration and finance policies
  • Endorsement of a contract extension for the CEO

Council Update November 2020

Message from the Shire President

For the first time in some years, the Shire is in the process of selling off a number of blocks of land in Mingenew for development. At its November meeting, Council signed off on the recent submissions to our $1 block campaign – and I’m happy to say that the initiative was oversubscribed. I want to thank the Shire staff for their work putting this together and look forward to seeing new buildings and welcoming some new people to our town in the coming years as a result of this program.

Council also signed off on a list of priorities that we would like to see for Mingenew as the State Government moves towards the March election. Some of the items that we would like the State to help us address include stacking distance issues at the Midlands/Mingenew-Morawa Rd railway crossing, infrastructure support to help Mingenew’s space sector grow, further investment in agricultural technology to support the Digital Farms roll-out and funding for the Mid West Secondary Grain Freight Route project. We will be advocating to both the State Government and opposition parties on these items in the lead-up to March 2021.
Council also endorsed commentary on several legislative proposals and the recent City of Perth Inquiry report. With a new Local Government Act in development, there are a lot of legislative amendments and recommendations being proposed. Whilst some are common-sense and fit with the State’s goals of a more efficient and agile local government sector, many are developed with much larger Councils in mind and would burden small Shires like ours with even more red tape. As such, it’s been a focus of ours to ensure we are making our voice heard, and pushing back on measures that we believe would reduce the levels of service we can provide, or the quality of local democracy, for out community. Again, I think the Shire staff for the extensive work they have done to help progress these numerous responses.

With harvest in full swing, our recent hot weather has provided some timely reminders for us all to be prepared for fire season. For those living in town, this might mean cleaning up your yard and gutters to make sure there’s not too much fuel around. For those in rural areas, it’s about making sure your firefighting units are in working order and any water sources you might need to rely on are full.

Transfer Station Transition Process
The process of transitioning from our current landfill to a manned transfer station facility is progressing – as anyone who has visited the tip site lately would have noticed. In the new year we expect to see the new facility operational, and this will mean some changes to the way things have operated previously. This will include:

  • Reducing the hours that the tip is open
  • Restricting (and controlling) the type and volume of waste accepted
  • Charging to accept some waste types and/or introducing charges for those who are not Shire ratepayers
  • Manning the site to better monitor and manage this

Many of our neighbouring shires have already moved to a similar model, and this process will bring Mingenew in line with modern waste management approaches and current waste management legislation. In addition to the regulatory pressure which is making these changes necessary, we have also recently been receiving significant amounts of waste, like tyres, at the landfill.

It is acknowledged that some of this is coming from outside the Shire, due to the fact that our tip is open 24/7 and free. The current lack of a control mechanism means that it is going to be the Shire (and ratepayers) that are required to pay for these to be properly disposed of. By transitioning to a transfer station, we will be in a position to better manage situations like this.

Mingenew Youth Precinct Update

The two new playgrounds at Cecil Newton Park are now open, but there is still plenty more to do as part of our Youth Precinct project. The flying fox is being installed in mid-December, our pump track design is being finalised and we are locking in the skate park revamp in March 2021. Expect to see more great things happening here in the coming months.

Take it Easy on the Roads this Harvest

The Shire has been approached by some agricultural road users requesting seasonal speed reductions on some of our unsealed roads in a bid to improve safety and preserve the condition of our road surfaces.
Rather than mandating speed limits, we are asking all road users – particularly those in heavy vehicles – to ensure they are driving to the conditions and moderating their speed as possible on our unsealed roads, especially when cornering and passing other vehicles. Whilst the Shire can introduce speed restrictions on RAV vehicles throughout our road network, we would like to provide our road users with the opportunity to demonstrate their ability to take it easy on our unsealed roads.

Fire Season

Fire season is upon us. Please keep in mind these key dates:

Prohibited Burning: 1 Nov 2020 – 31 Jan 2021

All burning is prohibited during this period.

Restricted Burning: 1 Feb – 15 Mar 2021

Permits are required for burning activities during these times.

  • The allocation of nine blocks of land in the Mingenew townsite, following a recent public tender process; successful tenders will have two years to build on the blocks they have purchased at significant discount
  • A number of planning items relating to the construction of a new shed and dwelling in town, as well as approval for a new food van business which will operate both in town and out at Coalseam Conservation Park
  • Responses to a range of legislative amendments and reports, as part of the ongoing review of the Local Government Act.

COVID-19 Contact Registers

From 5 December 2020, some businesses and public facilities must maintain contact registers for WA Health Department COVID-19 contact tracing, if required. You can learn more here.

Businesses or venues required to keep a contact register, include:

  • Food and licenced venues (restaurants, cafés, bars, pubs, taverns, nightclubs)
  • Gyms, indoor sporting centres and pools
  • Places of worship and funeral parlours
  • Beauty and personal care services including hairdressers and barbers
  • Galleries and museums
  • Cinemas, theatres and other entertainment venues
  • Auction houses and real estate inspections
  • Community facilities, libraries and halls
  • Zoos and amusement parks
  • Function centres
  • Accommodation facilities that already have check-in arrangements in place (i.e. hostels, hotels, large camp grounds)

Designated businesses and venues will be required to collect the date, name, telephone number and arrival time of all patrons, staff, visitors and contractors that attend the premises, other than to collect takeaway. The contact register records must be kept for 28 days, and not used for any other purpose.

If COVID-19 is detected in the WA community, contact registers help to protect us all by enabling the WA Health Contact Team to quickly identify and assist anyone that may have been exposed to COVID-19. To help, the WA Government has developed a free app, SafeWA, which will provide businesses with a digital contact register system.

SafeWA is an efficient and safe way to record patron and visitor contact details where they can check-in, using the app.

Council Update October 2020

Message from the Shire President

As harvest starts to ramp up, I want to take this opportunity to wish everyone a safe and productive season. I also want to remind everyone – particularly those of us who drive heavy vehicles – to take it easy on the roads. In addition to the obvious safety risks of travelling at high speeds, we want people to consider the impact they are potentially making, especially on our many unsealed sections. Driving to the conditions can both keep you, and other road users safe, as well as prolonging the life of our roads and reducing the cost of ongoing road repair.

This month I was fortunate to be involved in two events which highlighted the rich history of our town, and the passion and efforts of our local Historical Society. On 16 October 40-50 descendants of William Henry Linthorne returned to Mingenew to commemorate the centenary of his passing. Mr Linthorne built a number of Mingenew’s historical buildings and was the inaugural Road Board Secretary from 1901-1919. It was touching to see so many turn up to remember him.

Several days later I also attended the official opening of the Mingenew Historical Walk – a fantastic project which has captured and made accessible a lot of our local history. For those who haven’t seen the large display boards in the main street, or the ant markers around town, I strongly encourage you to take a look.

Incidentally, that project was funded, in part, by the Shire’s Community Assistance Grants – and another round is currently open. Council has already awarded funds to two very worth applications so far this financial year, so if your group has a project in mind, now would be a great time to apply.

 Community Assistance Scheme Fund Open

Following the awarding of funds to the Mingenew-Irwin Group for their ‘Shuttle Alley’ project and the Mingenew Golf Club for a new ride-on mower, there were sufficient funds remaining in the Shire’s Community Assistance Scheme budget to fund a second round.

Mingenew Youth Precinct Update

You may have noticed activity at the Skate Park and Cecil Newton Park lately. Our two new playgrounds are in the process of being installed and – following the addition of some softfall – will be open in early November. We would like to thank Smyth Agri Services and Daybreak Cropping for their in kind assistance in transporting some of the equipment and materials.

Still to come will be the addition of a flying fox (expect this in late November), with skate park upgrades and the pump track installation (as well as paths and landscaping) to take place in the new year. We also want to thank everyone who has pledged so far towards the flying fox addition.
