Dog and Cat Microchipping

Do you need your dog or cat microchipped? WA Contract Ranger Services can now microchip when they come to Mingenew.

Payment is required upfront and is cash only. Call the Shire on 9928 1102 to enquire or to book your cat or dog to be microchipped.

Please make sure you are available and at your house on the date you’ve booked for. Other arrangements can also be made with the Ranger on the day.

Waste Services Over Easter and ANZAC Day

Please note that during the Easter and ANZAC Day period:

  • Regular 240L rubbish bin collection will occur on Mondays as normal (for both Easter Monday and ANZAC Day)
  • Skip bin collection will take place on Saturday 16 April instead of Good Friday (15 April)
  • The Mingenew transfer station will be closed on Good Friday (15 April) but otherwise open regular hours (9am-12pm on weekends and closed Mondays)

Temporary Worker Accommodation Available For Those Impacted By TC Seroja

Do you have, or are you planning to have, workers attend your property to carry out repairs or reconstruction works as a result of damage sustained during Tropical Cyclone Seroja? Or do you have seasonal farmhands who would ordinarily stay onsite but can no longer do so, due to damage caused by the Seroja?

Under the jointly funded Commonwealth and State Disaster Recovery Funding Arrangements, funding has been made available to the Shire of Mingenew to provide temporary accommodation for workers following STC Seroja.

The accommodation is in the form of on-site, modern, airconditioned caravans, fully fitted out and ready for use. It is available for recovery workers and seasonal workers impacted by the cyclone.

How to book accommodation:
There are two steps to booking this accommodation.

  1. The contractors and workers must register with the Department of Fire and Emergency Services to confirm eligibility. Registrations can be made online here or by calling 1800 490 678.
  2. Check availability and make a booking at the Mingenew Spring Caravan Park by calling 08 9928 1019 or by emailing cvbafarr@bigpond.com. Accommodation payments are made directly to the Mingenew Spring Caravan Park.

Pulse Oximeters Available from Shire Office

The Shire is assisting the WA Health Department to distribute free Pulse Oximeters to eligible people, should they be needed for the COVID Care at Home program.

Who Is Eligible:

  • Non-Aboriginal people over 65
  • Aboriginal people over 50
  • Pregnant women

How Do I Get One?
Eligible people can collect their free pulse oximeter from the Shire office during business hours (8.30am to 4.30pm, Monday to Friday).

When Do I Use It?
The pulse oximeter is to be used once you have become COVID-19 positive and entered the WA COVID Care at Home program.

How Do I Register for WA COVID Care at Home?
To register for WA COVID Care at Home you first need to have tested positive for COVID-19.

Council Update February 2022

Message from the Shire President

It’s with a heavy heart that I open this year’s first newsletter with Council’s deepest condolences to the family and loved ones of one of our own. Following a tragic incident last week, we are working to support all those affected and ensure that such events cannot be repeated.

It also serves as a reminder that all of us operating businesses and looking after staff must ensure that we have systems and processes in place to effectively prevent, and respond to, accidents and emergencies.

It also comes at a time when COVID is starting to spread through WA. The Shire – like many of us – is doing its best to respond to the ever-evolving requirements to meet State Directions. Our staff will be required to remind visitors to our facilities to ensure that they check in or sign in and, as of 21 February, wear masks indoors. Please help to make their jobs easy by following the rules.

Despite these challenges, the business of local government is continuing. The coming months will see a large proportion of our $10m capital works program accounted for, as the Mingenew-Mullewa Road is widened, Coalseam Road Bridge completed and cyclone-related road repairs undertaken. We will also be undertaking restoration works at the Railway Station, making improvements to the path network on Mingenew Hill and continuing our upgrade of the playgrounds and surrounds at Cecil Newton Park.

We have also been actively lobbying for improvements to the delivery of rural ambulance services, and support for our hard-working volunteers as well as pushing for sensible changes to the Local Government Act, which continues to be under review.

Whilst recent events have been terribly saddening, the future for the district remains bright, with a bumper harvest completed and a buoyant agricultural sector overall. I want to wish everyone all the best for 2022, and remind you all of the great support that exists within our community.

Workplace Incident

The Shire of Mingenew can confirm that, on the afternoon of 16 February 2022, an incident occurred which resulted in the terrible loss of one of our team. Our deepest condolences are with their family and loved ones at this time.

The matter was promptly reported to the relevant authorities, and we will be assisting with any resulting investigation to determine the cause of this tragic event and ensure it cannot be repeated. Whilst this investigative process is taking place we will not be offering comment regarding the incident.

We are quite a small team, and a close team; this tragedy has impacted us all, and its effects will be felt well into the future. I ask at this difficult time that the privacy of staff and their families is respected. We would like to thank those – in our community and beyond – who have reached out messages of condolence and support at this difficult time.

We are also conscious that members of the community will be impacted by this news and have been working with the TC Seroja Recovery Hub to arrange for counsellors to be available locally for anyone who wants to speak with one.

Bushfire Brigade Volunteer Requirements

With the introduction of new Occupational Safety and Health legislation in March 2022, and a recent State Government COVID-19 vaccination direction, some of the requirements for Bush Fire Brigade volunteers are changing. The Shire is advocating for simple and practical methods to manage these new requirements, but will ultimately be bound by the laws the State Government adopts.

One of the new requirements is for Brigade volunteers to provide proof of COVID vaccination (single vaccination by 31/12/21; double vaccination by 31/1/22). This can be done through the DFES Volunteer Hub (click here to access) – and all existing Brigade members are encouraged to register if they have not already. If you are unsure of your Volunteer # or other details, your Brigade Captain, or the Shire, can assist.

If you don’t have access to the Hub, you can send a copy of your certificate to Erin Greaves at the Shire (governance@mingenew.wa.gov.au or 0477 287 144) and we can lodge it with DFES on your behalf.

Mingenew-Mullewa Road Works

Over the coming weeks, the full length of Mingenew-Mullewa Road will be widened and linemarked. Please observe any traffic signals or signage and drive to the conditions. The sealing works for the southern, fully reconstructed section, will coincide with the sealing of View, Yandanooka and Wattle Streets, as well as the section of Phillip Street between Showgrounds Road and Shenton Street. You can find road condition information on our website at any time.

Cecil Newton Park Project Update

The shade sails have gone up in Cecil Newton Park, and our crew is now working on some new irrigation reticulation and seating, to be installed in the coming weeks. Following that, the BMX track will be shaped and the existing driveway relocated.

We also have a number of plants and trees currently growing and ready for planting once we experience a break in the weather. We appreciate everyone’s patience as we work to complete this project; challenges with materials, contracts and staffing in the past 12 months have all impacted our timetable, but we are determined to see completion in the coming months.

Fire Season

Whilst we are now in a Restricted Burning period (1 February 2022 to 15 March 2022), it’s important that permits are sought for all fires. It is also critical that the ongoing high fire risk is considered by those undertaking potentially risky activities – especially with the ongoing hot and windy weather

We strongly advise that you remain prepared for bushfire season – particularly this year, as the wet weather and cyclone have added to fuel loads. You can find out more about bushfire planning here.

Mosquito Activity

If you are having issues with mosquitoes at your property, please let the Shire know (visit the office, call 9928 1102 or email enquiries@mingenew.wa.gov.au) so that we can investigate and treat the issue.

We can only do so much on our own though, so please help by:

  • Emptying out standing water that they could breed in
  • Tidying up any debris which might be serving as a breeding ground
  • Consider treating your property residual sprays to control mosquitoes
  • Let us know about issues in public areas. We can help treat standing water on or near your property which might be serving as a breeding ground that can’t be emptied out

Council Meeting Review – February 2022

With no meeting in January, our first meeting for 2022 covered off several key items:

  • Council adopted the minutes from the 7 February Electors Meeting
  • Council adopted its annual budget review, maintaining a balanced budget bottom line
  • Councillors were appointed to the Community Assistance Scheme Panel; shortly they will meet to endorse projects for the latest CAS funding round
  • Council made a decision regarding the use of the Tourist Centre:
    • The Mingenew Mid West Expo will take over the centre as their new office
    • The Mingenew CRC will receive support to deliver tourist services from the old Bank Building, which they are in the process of taking over
  • Council voted against the registration of the former North West Stock Route in the Shire
  • Council confirmed that the monthly Concept Forum meetings will be open to address from members of the public between 5.00-5.30pm on the 3rd Wednesday of March, May, July, September and November

Council Update December 2021

Message from the Shire President

What a year it has been – COVID restrictions, a cyclone, a busy tourist season, widespread labour shortages and a (so far) bumper harvest to cap it all off!

I would like to once again commend our community, who pulled together during this year’s challenges – and continue to support each other as the rebuilding process continues. I also want to recognise my fellow Councillors and the Shire staff for their various roles in supporting the community over the last twelve months.

The last year has seen some challenges and changes at Council as well. We farewelled Helen and Robert Newton, and welcomed Gavin Pearse and Jon Holmes into the Chambers. We have also had significant insurance claims – and challenges put upon us – as a result of the cyclone. Like everyone, the Shire has struggled to secure builders and contractors, and this has delayed or increased the cost of a number of projects.

It has also been a year of change – and proposed change – regarding the rules which govern us. New Occupational Safety and Health legislation is shaping up to have far-reaching implications for local governments – especially in the area of our critical Bush Fire Brigade volunteers. There has also been a recent Local Government Reform package announced by our Minister. Whilst we argue for sensible change which reduces the compliance burden on small local governments like ours, the reality often goes the other way, which forces Council to have to choose between simply meeting our legal obligations or delivering projects and services.

For now, we continue to meet our obligations – with another set of unqualified audit results to attest to this. We are also seeking to deliver as best we can, and we have had funding success across numerous road and community infrastructure projects in the last year.  I want to commend the Shire staff for their efforts in trying to leverage our relatively small rates income with external funding wherever they are able. The challenge for the coming period will be seeing those projects delivered. Over the past couple of months Council has awarded around $5m worth of road and building tenders, and we look forward to seeing these delivered in the New Year.

We also look forward to continuing to work for you, our community, in 2022. In closing, I would like to wish you all a very merry and safe Christmas, and a prosperous New Year.

Shire Christmas Closure

The Shire will close at midday on Wednesday 22 December 2021 and reopen on Tuesday 4 January 2022. During this time a small maintenance crew will be operating, but our office and depot will be closed. For urgent matters you can call 08 9928 1102 and pass a message through our after hours service.

Waste Services Over Christmas

Collection of bins and front-lift skips by Cleanaway will continue as normal through the holiday period.

The transfer station will be closed on Christmas Day, Boxing Day and New Years Day. It will be open according to the regular schedule (below) at all other times.

Phillip Street Parking Update

As you would likely be aware, we have concreted the parking area along Phillip Street out the front of the Silver Chain and Sister Cameron House buildings and added a concrete parking area around the corner on Shenton Street.

One of Council’s aims, and the reason for the additional parking on the Shenton Street corner, is to reduce the number of people parking on the opposite (north) side of Phillip Street (particularly to reduce the number of small children and Silver Chain patients crossing the road).

As such, we are asking that – where possible – please use the parking on the north side of Phillip Street and Shenton Street wherever possible.

In the new year, the section at the front of the Autumn Centre will be resealed and kerbing reinstated.

  • Council has decided to trial a new meeting schedule in 2022. This would see Ordinary Council Meetings take place only every second month, the intent is to try to reduce some administrative workload on staff and Councillors. Monthly Concept Forum meetings will still be held, with members of the public welcome to address Council at these Forums on the months where no Council meeting is scheduled. The new schedule will be formally reviewed in June 2022.

  • Council adopted its Annual Financial Report, having received another unqualified audit result
  • Council has set Monday 7th of February at 5:30pm as the date and time for its Annual Electors Meeting

Council Update November 2021

Message from the Shire President

This month again I welcome a new Councillor to the Shire, with Jon Holmes elected unopposed in the recent Extraordinary Election. Council once again has a full complement and I look forward to working with them all over the coming two years.

The coming period is potentially one of change for the Local Government Sector, with our Minister recently releasing a suite of legislative change proposals for local government. Our staff and Councillors will be responding to the proposals, some of which we believe represent positive change and others that we have reservations about. It is a public process however, and we would encourage those interested in the future of local government to have their say on this matter as well. (You can learn more online here) We are also experiencing changes in the Occupational Health and Safety space, as new legislation is introduced which will impact – among others – our bush fire brigade volunteers.

This month Council awarded two significant road tenders, and has a further two infrastructure projects currently out to tender. The current market is proving a challenging one for local governments (and businesses) state-wide, due to labour shortages, supply chain issues and rising costs. Nevertheless, we remain committed to trying to achieve our operational plans and deliver on our funded projects. To that end, I was pleased to receive formal notification of an additional $108,000 from LotteryWest to assist with the restoration of the Mingenew Railway Station – one of several key projects we are looking to deliver.

Finally, I want to acknowledge that it finally feels like summer is here and harvest is in full swing. It is shaping up to be a good harvest for the district, but with these positive conditions come challenges such as increased heavy traffic on our roads. I would encourage everyone to take it easy on the roads in the coming weeks, and drive to the conditions – wherever you are.

Due to a vacant seat remaining on Council following the Ordinary Election, an Extraordinary Election process has been undertaken. Mingenew Christmas Tree
The Mingenew Christmas Tree is taking place at the Mingenew Sports Club on Saturday 11 December from 4.30pm. For more information on this free community event, click here.

Cecil Newton Park/Skate Park Update

Despite some challenges, progress continues on the Cecil Newton Park/Skate Park precinct. You may have noticed that shade sail poles have been erected recently. Our next steps are:

  • Shade sails are due to be installed in next 2-3 weeks
  • Seating (including some with shelter) have arrived and are scheduled for install over the next 2-3 weeks also
  • Some landscaping works (block wall along western boundary garden bed, re-purposing of the Big Ears ‘stump’, grassing of existing sandy sections) are scheduled to take place this year

In the new year:

  • The precinct will be fenced
  • Some further shade, seating and landscaping will be installed
  • Treatment of the existing driveway area will take place
  • New parking will be delineated
  • BMX track area will be developed

The community working group is meeting to determine next steps, including around the BMX area. We’re aiming for a final completion date sometime around February/March 2022 (contractors and material supplies willing).

A permanent hub has been established in Morawa by DFES, Department of Communities and the Red Cross to assist anyone impacted. Officers from this hub will be at the Mingenew CRC every Monday if you want to ask questions or get some help.

Fire Season

As the weather heats up, we want to remind everyone that we are in a Prohibited Burning period from 1 November 2021 to 31 January 2022 (with Restricted Burning to follow from 1 February 2022 to 15 March 2022).

We strongly advise that you prepare for bushfire season – particularly this year, as the wet weather and cyclone have added to fuel loads. You can find out more about bushfire planning here.

Mosquito Activity

If you are have issues with mosquitoes at your property, please let the Shire know (visit the office, call 9928 1102 or email enquiries@mingenew.wa.gov.au) so that we can investigate and treat the issue.

Given the recent weather, there is more standing water around than usual and this can result in increased mosquito numbers. We can only do so much on our own, so please help by:

  • Emptying out standing water that they could breed in
  • Tidying up any debris which might be serving as a breeding ground
  • Consider treating your property residual sprays to control mosquitoes

Let us know about issues in public areas. We can help treat standing water on or near your property which might be serving as a breeding ground that can’t be emptied out

Council Meeting Review – November 2021

Cr Holmes was sworn in ahead of November’s meeting. At the meeting, Council awarded two tenders (for widening works on Mingenew-Mullewa Road and intersection realignment on Yandanooka North-East Road), it also reviewed its suite of finance policies. Council also considered a motion to reduce the number of Ordinary Council Meetings held each year (from 11, to around 6). This matter will return to Council at the December 15 Council meeting for further debate and a decision.

Council Update September 2021

Message from the Shire President

The Local Government election has been and gone. Firstly, I would like to thank my fellow Councillors for returning me to the role of Shire President. I would also like to congratulate Councillor Justin Bagley who has been elected as my Deputy.

In Mingenew we had three vacant seats and two nominations. I would like to warmly welcome Councillor Gavin Pearse on board and congratulate Councillor Anthony Smyth on his re-election. I also want to thank Helen and Robert Newton, who both retired at this election, for their years of contribution to the Shire.

We still have a vacant seat on Council and will be holding an extraordinary election to fill it. Nominations are open in the first week of November and the election is scheduled for 13 December.

The last month also saw several of my Council colleagues and I, along with our CEO, attend the annual WA Local Government Association convention. The convention is a great opportunity to find out what is going on in other local governments, and discuss the issues that we are facing. This year, there was a strong focus on mental health and the importance of people being connected, a topic which is increasingly important in regional communities like ours. I also want to recognise the work of our local painting group and Mingenew Primary School students, who received a commendation for their entry in the Showcase in Pixels banner competition.

Returning to the topic of mental health, this is an area that we can all play a positive role. I would encourage you to check in on your neighbours, encourage folks to come along to community events – especially those who may not get out often – and reach out for help should you ever need it.

Lastly, despite some unseasonal wet weather, most would be aware that the focus for many in our Shire is turning to harvest. Early signs are positive for our agricultural sector, with additional storage being added to Mingenew’s CBH site. After some of the challenges that 2021 has thrown at us, I wish everyone a safe and successful harvest season.

Local Government Election Update

At the 2021 Local Government Ordinary Election there were three vacancies, with two nominees elected unopposed:

  • Gavin Pearse
  • Anthony Smyth

As a vacancy remains, the Shire will be holding an in-person election on Monday 13 December 2021. Although considered an in-person Extraordinary Election, voters may place an early vote or apply for a postal vote.

Nominations

Any person who is an Australian Citizen over the age of 18 years who is an elector of the district and is not disqualified under the Local Government Act 1995 may nominate for Council. Nominations for all vacancies open on Monday 1 November 2021 and must be lodged by 4.00pm Monday 9 November 2021.

Mingenew Bank Building Expressions of Interest

Audit & Risk Committee Independent Member Expressions of Interest

The Shire of Mingenew is seeking a suitably experienced and qualified independent member for its Audit and Risk Committee.

The Shire of Mingenew Audit and Risk Committee is responsible for reviewing and making recommendations to Council regarding financial management, risk management, internal controls, legislative compliance, internal and external audit planning and reporting.

In accordance with the terms of reference, appointment shall be for a period of up to three years, but members are eligible for reappointment. Meetings are held in Mingenew approximately 4 times per year.

The Local Government Act 1995 prevents the Shire from making payment to the successful applicant, however reimbursement of all reasonable expenses associated with performance of the role will be provided.

How to Apply

Applicants are requested to provide a recent CV and cover letter detailing:

  • Background, experience and qualifications relevant to the Audit Committee Terms of Reference
  • Any previous involvement in Local Government, Community Organisations and Committees thereof

  • The Australian Government is establishing a range of financial assistance measures for those affected. For more information visit this website or call 180 22 66. Impacted Mingenew residents will be eligible for Commonwealth assistance
  • The Lord Mayor’s Distress Relief Fund also remains open. Copies of application forms are available from the Shire office.
  • Services Australia Payment and Service Finder is an online tool that can be used to see what other payments and services are available, such as income support payments, child care subsidy and support for school aged children.

Council Meeting Review – October

With the election looming, Council’s Ordinary October meeting was largely procedural in nature with the exception of discussion around the support of a WALGA proposal for Councillors to be paid superannuation. Council ultimately voted against the proposal.

A Special Meeting was held on October 20 to swear in Councillor Pearse, elect a President and Deputy President and allocate committee roles. Cr Gary Cosgrove and Cr Justin Bagley were elected unopposed to the positions of Shire President and Deputy Shire President respectively.

Mingenew Bank Building Expression of Interest Campaign

The bank building is located at 50 Midlands Road, Mingenew directly in front of the Post Office and Community Resource Centre.

The space is ground floor level and consists of main area with one built-in office space, kitchenette and toilet.  The area is approximately 45m2.  It is intended the building will be leased as is.  The building was originally utilized as a bank and, more recently has housed the Hinterland Collaborative recording studio, office and retail space. With the Hinterland Collaborative proprietors relocating overseas, the current lease on the building is concluding.

The Vision

The intent of leasing this space is to further the delivery of the Shire’s Strategic Community Plan 2019-2029 vision:

“Mingenew Shire is a safe, inclusive and connected community with a thriving local economy that provides opportunity for all to succeed.”

To that end, we will preference applications which are aligned with the Strategic Community Plan’s goals and values. This will include (but not be limited to) proposed uses which:

  • Support economic growth and social strengthening for Mingenew
  • Provide services, goods and spaces to meet community and visitor needs
  • Further develop of the community’s diverse culture and heritage
  • Generate employment within the area especially for the youth
  • Encourage people and families to move to the area
  • Build on, and promote agriculture and local products within the region
  • Encourage tourists to spend more time in Mingenew and the region
  • Support digital infrastructure in town and in rural areas
  • Promote and enable local businesses to grow and prosper
  • Strive to grow Mingenew’s population

Council Update August 2021

Message from the Shire President

The tourist season is in full swing, with visitors once again flocking to our town – and the region – to enjoy what is one of the best wildflower seasons in years. Council, this month, awarded the lease of the Mingenew Tourist Centre to the Mingenew CRC and I commend the CRC team and their volunteers at the speed at which they have got things running there.

We have also had the 2021 Expo take place, and I want to congratulate the Board, staff and volunteers on another successful year of this iconic event. After the disappointment of not being able to hold an event last year, it’s encouraging that Expo was welcomed back by the community – and broader public – with open arms.

As part of Expo, we had several State politicians in town – and the opportunity to discuss with the Minister for Regional Development and our local MLC some of the challenges that our community is facing, in terms of housing shortages and difficulty for some of our farming business to obtain suitable staff for the upcoming season. These are matters that we, as a Council, are continuing to advocate on with every opportunity we are given.

This month also saw the Shire receive its interim audit report – one of two annual audit processes conducted by the WA Office of the Auditor General. Regulatory compliance and maintaining a strong financial control environment are key obligations of all local governments, and I want to recognise the hard work of our staff in delivering another positive audit outcome.

Finally, election season is once again upon us, with three Council seats open for election this year. Nominations open from 2-9 September, with the election to take place on October 16. Serving on Council is a very rewarding pursuit, and I would strongly encourage anyone who has been thinking about taking part in putting their hand up. However, following a review of the Shire’s Ward system in 2020, Council made a decision to abolish the ward system, and this was granted by the Minister in December 2020. Therefore, this year’s election is conducted as a full District.

 Graffiti Art Workshop at Mingenew Skate Park

Council has secured funding to hold two graffiti art workshops to put a splash of colour on our new skate park. The workshops are free and will be taking place in the first week of the September school holidays (29 and 30 September)

Mingenew Path Plan – Feedback Requested

Skate Park Opening

We will be holding an opening for the skate park and new playgrounds on October 16 at 10.00am. The opening will feature a skateboarding display performance, as well as prize give-aways. Mingenew Tourist Centre Lease Awarded

The Mingenew CRC has taken on the lease of the Mingenew Tourist Centre. If you would be interested in volunteering at the centre – or simply want the latest information on the wildflower season, drop by the centre or contact the CRC on (08) 9928 1264.

Coalseam Bridge Update

Main Roads Western Australia and it’s contractor Fortec Australia will soon commence the replacement of the bridge on Coalseam Road over the Lockier River on behalf of the Shire of Mingenew.

Works are underway, with the side track largely completed. The side-track will provide a detour for public vehicles including currently approved RAV vehicles around the bridge after it is demolished.

The job is expected to conclude in April 2022 weather dependent.

As the Shire’s recovery process following Tropical Cyclone Seroja continues, we will be establishing a Local Recovery Coordination Group (LRCG).

The LRCG will operate instead of the Shire’s Local Emergency Management Committee (LEMC). It is not a decision-making body, but will provide advice back to Council and help to inform regional recovery strategies as part of a community-led recovery process.

Members will be drawn from the existing LEMC, but other community members and organisations are invited to join the group. The group’s first meeting will take place in September (time and date to be confirmed), following the arrival of the DFES Community Recovery Officer (who will be based in Morawa and provide assistance to the LRCG).

Council held a special meeting on August 10 to aware the lease of the Tourist Centre to the Mingenew CRC. At the August 18 Ordinary Council Meeting,  Council adopted a range of further planning exemptions for those impacted by TC Seroja, reviewed several policies – including our Community Bus Policy – and made some minor amendments to the 2021-22 budget. Council also considered land access arrangements for the Mingenew Bakery lot.
