EXPRESSIONS OF INTEREST (EOI) – INDEPENDENT MEMBER FOR AUDIT & RISK COMMITTEE

 

The Shire of Mingenew is seeking a suitably experienced and qualified independent member to join our Audit and Risk Committee.

 

The Shire of Mingenew Audit & Risk Committee is responsible for reviewing and making recommendations to Council regarding financial management, risk management, internal controls, legislative compliance, internal and external audit planning and reporting.

 

The appointment shall be for a period of up to three years, but members are eligible for reappointment. Meetings are held in Mingenew approximately 4 times per year, with provision for attendance by electronic means upon approval.

 

A prescribed meeting attendance fee is payable ($130 per meeting), as well as reimbursement of prescribed expenses, including childcare and travel, in accordance with s.5.100 of  Local Government Act 1995 and set by the Salaries and Allowances Tribunal.

 

In light of proposed legislative reforms, the independent member may become the prescribed Chairperson of the Audit & Risk Committee in the future. As such, we are seeking candidates with experience in chairing meetings and public speaking, or those willing to develop these skills. Support and mentoring will be provided by the current Chair, the Committee, and Shire staff to ensure a smooth transition for the successful candidate.

Selection Criteria

The following selection criteria is desirable to assist in appointing an Independent Member to the Committee:

  • Financial literacy and, ideally with qualifications or extensive experience in business management and/or accounting;
  • Knowledge of local government operations and the environment within which councils operate;
  • Strong communication skills;
  • High level of personal and professional integrity and ethics; and
  • Demonstrated knowledge of risk management principles and practices.

Disposal of Property – Public Submissions Invited

In accordance with s.3.58(3) of the Local Government Act 1995, the Shire of Mingenew gives notice of the proposed disposition of the following properties:

  • 70 Midlands Road, Mingenew (Reserve 36604)

By Licence to Elders Rural services Australia Limited for the purpose of “the storage of any product or item related to any operation of any business of the Lessee which may include, but is not limited to, the storage of tanks, trailers, trucks, field bins, sheep feeders and related activities or any other lawful use.” The proposed disposal price is $1,820 ex GST per annum, and term is 5 years (with 3 x 5 year extension options).

  • 4-6 Eleanor Street, Mingenew

By Lease to Gradow Pty Ltd (trading as Great Southern Fuels) for the purpose of “providing an unmanned fuel supply service and public amenities.” The proposed disposal price is $17,500 ex GST per annum and term is 5 years (with 3 x 5 year extension options).

Sealing Works on Yandanooka NE Road

What is happening?

The Shire of Mingenew will be sealing the reconstructed section of Yandanooka NE Road, from SLK 0.52 (Yandanooka Hall corner) to SLK 5.5 (5 km along the road).

 

Who will this affect?

The works will impact landholders, residents, and road users traveling on Yandanooka NE Road, east of Mt Scratch Road and Yandanooka Hall, including the intersection of Yandanooka NE and Yandanooka Melara Road. Harvest period traffic may also be affected.

 

When will the works take place?

  • Final road preparation: Commencing 2nd December 2024
  • Sealing works: Commencing 7th December 2024

 

What to expect:

  • Traffic and warning signs in place
  • Reduced speed limits
  • Traffic delays during the works
  • Full traffic interruptions for 3-4 days during the sealing from 7th December 2024
  • Traffic control measures in place throughout the project

 

What you should do:

  • Consider alternative routes to avoid the construction area
  • Follow all traffic control measures
  • Expect delays and allow extra travel time

 Sealing works to Yandanooka NE Road

The Shire of Mingenew will be conducting sealing works on Yandanooka NE Road, impacting landholders, residents, and road users. Expect traffic delays, reduced speed limits, and possible full road interruptions for 3 to 4 days. Please consider alternative routes and allow for extra travel time. Collection of old rubbish bins (Cleanaway)

Cleanaway has completed their bin collection (of the old Cleanaway bins) in the Shire of Mingenew.
 
✅ If you still have an old Cleanaway bin that has not been collected you are welcome to keep it (however please don’t use for weekly bin collection as Avon will only collected the red lid bins they have provided)
 
❎ If you do not wish to keep the bin, please advise the Shire and we will arrange collection of the old bin (however please note it must be empty before collection).
 
Avon Waste is now the collection contractor and will be providing collection service on Mondays (weekly), unless otherwise advised. All residents should have received a replacement red lid bin, but if you have not please contact us to arrange.

Disability Access and Inclusion Plan – Invitation for Submissions

The Shire is currently undertaking a review of its Disability Access and Inclusion Plan (DAIP).

The aim of the Shire’s Disability Access and Inclusion Plan is to guide the local governments activities and attitudes to positively enrich the lives and experiences of people living with and caring for people with disability, so they have the same opportunities as anyone to thrive in our community.

It is important that we gain feedback from the community to determine priorities, areas for improvement and ensure people have an opportunity to participate in the process. This does not just include people living with disability, it is valuable to hear from anyone who has or is providing support to a person with disability or accessibility needs.

Special Council Meeting – 18 September 2024

A Special Meeting of Council is to be held at 5:00pm on Wednesday, 18 September 2024 in the Council Chambers in accordance with Regulation 12(3) of the Local Government (Administration) Regulations 1996.

Changes to Kerbside Rubbish Collection

Kerbside collection services in the Shire of Mingenew are changing over from Cleanaway to Avon Waste from next week.

 

There is likely to be minimal impacts to local residents in the changeover and rubbish collection days will remain the same (Monday weekly collection for 240L bins).

 

Cleanaway will be collecting all bins as part of their final collection run on Monday, 16 September 2024 and Avon Waste will be supplying replacement bins the same day – please see instructions below.

 

For those with commercial / skip bins, Avon Waste will be in touch with you individually to make arrangements for the changeover and advise of collection days.

 

Important Information for Residents

Please ensure you place your current bin/s out ready for collection this Sunday evening / Monday morning (before 6am) and the bin is left out for Cleanaway to remove (leave your bin out on the verge, even if your rubbish has been collected).

 

Avon Waste will be providing a replacement bin (with a RED lid) on the same day. This is your new rubbish bin.

 

Residents are reminded that bins must be on the verge by 6am this coming Monday to ensure rubbish is collected. Collection times may vary each visit so please don’t rely on current collection times. You should ensure your bin is not overflowing and not too heavy (240 litre bins over 70kg will not be collected). Bins should be placed one metre (1m) from the kerb, with wheels facing away from the kerb.

 

Transfer Station

Further advice will be issued in the following weeks regarding any changes to the Transfer Station. For the time being, open hours remain the same. Visit our website for opening times at https://mingenew.wa.gov.au/waste-management/.

Pursuant to s.58 of the Land Administration Act 1997, the Shire gives notice of its intention to close the following public roads:

The Shire of Mingenew has received an application from Mineral Resources in association with their Exploration Drilling Program within Petroleum Licence EP368 managed separately under the Petroleum and Geothermal Energy Resources Act 1967.

Mineral Resources are seeking to establish a mobile workforce accommodation camp at 3 different sites that would house 26 people in support of a 24 hour exploratory drill program (with 2 crews working on 12 hour shifts). The mobile drill camp is anticipated to operate for a period of 60 days but may be required for a short follow-up period within the overall 2 year exploration drilling period.

The applicant also seeks to establish a main camp that would be on-site for a period of 2 years in support of the mobile drill camps. The main camp would consist of 24 transportable accommodation units that would each contain 2 x 1 bedroom/1bathroom workers accommodation. The main camp would also have 7 transportable buildings providing amenities such as kitchen, dining area, gym, storerooms and laundry, along with generators, refuelling areas, water tanks and on-site aerobic waste treatment systems.

‘Workforce Accommodation’ is listed as a land use that must be advertised for comment in the ‘Rural’ zone and the Shire is inviting comment upon this application.

DA CONSULTATION – Proposed Second-hand dwelling and carport – 3 (Lot 165) Broad St, Mingenew

The Shire of Mingenew has received an application for the siting of a transportable building upon 3 (Lot 165) Broad Street, Mingenew and the undertaking of additional works including a patio/decking area to be attached to the building and a freestanding carport.

 

The Shire of Mingenew Local Planning Scheme lists ‘Second-hand Dwelling’ as a use that must be advertised in the ‘Residential’ zone and this application is therefore being advertised for comment.

PRESS RELEASE: Workers Accommodation, Lockyer Gas Project impacting regional liveability

The Shire of Mingenew is urging the State Government to consider economic and social well-being outcomes for impacted communities for development applications with workers’ accommodation which are proposed to not support regional communities.

Shire President Mr Gary Cosgrove calls on the Minister for Planning John Carey to ensure that the Government’s Planning Policies, Strategies and Position Statements regarding workforce
accommodation are upheld to demonstrate the State Government’s ongoing commitment to supporting regional communities when assessing the Lockyer Gas Projects application to construct a permanent 24 bedroom onsite workforce accommodation camp, equipped with meal lounge, recreation building, gym, vegetable garden and playing fields.

The $850M Lockyer Gas Project proposal, located only 17 km from Mingenew will be determined by the State Government through the State Development Assessment Unit resulting in the local Council having very limited to no role in setting permissibility, design standards or have any significant influence over decision makers to impact outcomes for its local community.

The WA Planning Commission’s policy on workers accommodation states, “Where practicable, workforce accommodation should be provided in established towns, in locations suitable to its context, to facilitate their ongoing sustainability. Planning and development of workforce accommodation should be consistent with local planning strategies and schemes, except where the Mining Act 1978 and State Agreement Acts prevail.

The Shire’s position is that these factors should still apply, with responsibility on the resource sector to demonstrate through a social impact assessment their proposed solution, location and where not feasible or practicable, alternate local investment strategies presented.

The Shire acknowledges the importance and benefits of the resource sector to the State’s economy but there must be positive negotiable outcomes to improve and promote the attractiveness of regional living, contributing to boosting local economies.

The WA Planning Commission’s State Planning Strategy 2050 itself recognises the need to improving regional liveability through “housing affordability, investment in infrastructure, including multi-use infrastructure, creating attractive places and the delivery of key services will enable a level of liveability that retains families, as well as attracting and growing a regional workforce”. This will have a flow on effect for workforces and skill development in the regions and reduce labour costs to resource companies who are having to attract and retain their workforce from overseas or interstate.

The Parliamentary enquiry into FIFO practices by the House of Representatives Standing Committee on Regional Australia notes: “…the (FIFO) work practice is eroding the liveability of some regional communities to such an extent that it is increasingly removing the choice to ‘live-in’ rather than simply ‘cash-in’ and Policy makers must develop a policy mix that ensures the FIFO/DIDO (Drive-In Drive-Out) work practice does not become the dominant practice, as it could lead to a hollowing out of established regional towns, particularly those inland”. The Lockyer Gas Project indicates a sizable long-term workforce.

The Town of Mingenew would greatly benefit from having workers and their families permanently located in town.
