An Update on Council Decisions and Your Shire

- CEO Performance Review 2025-26 — The Shire’s Executive Management Committee conducted the CEO Performance Review on behalf of Council and made a recommendation in regard to the CEO’s performance rating, remuneration and Key Performance Indicators (KPIs) for 2026-27.
- Appointment of CESM — Council has agreed to enter into an MOU with Department of Fire and Emergency Services, and the Shires of Irwin and Carnamah for a shared Community Emergency Services Manager (CESM).
- Local Law Review — Council are undertaking a statutory review of its Local Laws and commences the process with a public consultation period – see below for more detail.
- Works Report – July 2026 — Council received the monthly Works Report, providing an update on completed works, ongoing projects and upcoming maintenance and infrastructure activities across the Shire.
Local Law Review
In accordance with s.3.16 of the Local Government Act 1995, Council gives notice that it is conducting a review of all of its local laws. The review requires that Council consider whether to retain (no changes), amend or repeal each local law and make a determination following a community consultation period.
A Discussion Paper has been prepared to summarise the Review, each local law and any considerations for making a submission.
A Local Law Review Submission Form is available online or in hard copy to assist with making a submission. General email submissions can also be made to governance@mingenew.wa.gov.au.
Submissions are to be completed and submitted by 9am, Tuesday 27 October 2026.

REMINDER September Council Meeting – Change of Date
The September Ordinary Council Meeting has been amended to Tuesday, 15 September 2026 (originally Wednesday, 16 September), and will be held at 5:00pm at the Council Chambers.
New Community Digital Sign
We’re excited to share that Mingenew will soon have a new Community Digital Sign, made possible through funding from the DFES Community Benefit Fund and the State Government’s Small Election Commitments Fund.
Following consideration of several potential sites, Council has selected the eastern side of Cecil Newton Park as the location for the new sign.
In choosing a location, Council considered visibility, access to power, pedestrian access, existing infrastructure and the overall suitability of each site. Other locations considered included:
- North side of Midlands Road – unsuitable due to no readily available power supply.
- Midlands Road outside the CRC & Post Office – insufficient space between the road and the building, with the sign also impacting the pedestrian pathway.
- Midlands Road outside the MIG & Hancock offices – the existing tree and memorial bench would need to be relocated, with the tree also impacting visibility of the sign due to its height.
The eastern side of Cecil Newton Park was determined to be the most suitable option, providing good visibility from Midlands Road and access to power.
To accommodate the new sign and ensure it remains clearly visible, the existing Cecil Newton Park sign will be relocated and some trees will need to be removed.
Once installed, the digital sign will give the Shire another important way to keep our community informed, displaying updates such as roadworks and closures, community information, events and important messaging during emergencies or crisis situations.
We’re looking forward to seeing this project come to life and providing the community with a highly visible, central source of information.

Future of Yandanooka Hall – Update
Following last month’s community meeting regarding the future of the Yandanooka Hall, the Shire is continuing to seek advice on insurance matters and obtain further costings to help inform the next steps.
We appreciate the community’s continued interest in this matter and will provide a further update once the relevant information is available.

Community Satisfaction Survey
We are about to commence the biennial Community Satisfaction Survey (or MARKYT© Survey) to measure the Shire’s performance and check in on community needs and priorities, and will assist with our upcoming major review of our Strategic Community Plan.
A hard copy of the survey will be posted to all ratepayers 12 October 2026 and will include a reply paid envelope to return responses to Catalyse® who are collating the results on behalf of the Shire.
Hard copies will also be available at the Shire Administration, and an online survey will be made available on our website.
Surveys will need to be submitted by 30 October 2026.

Road Works Notice – Depot Hill Road
Shoulder widening works of 15.6 km of Depot Hill Road, from the intersection of Mingenew–Mullewa Road to Allanooka Springs Road has commenced and work will continue for the next 3 months.
Vegetation management and preparation works have been completed, with sealing of first 5 kilometres completed and the second 5kms being sealed this coming Friday (28 Aug).
While work is undertaken, please note traffic management will be in place between 7:00 am and 5:30 pm during working days.
To ensure the safety of workers and road users:
- There will be full lane closures within the active work area.
- Traffic will be maintained using one lane through the 3 km work zone under traffic management.
- The speed limit through the work zone will be 40 km/h.
Please allow extra travel time, follow all traffic management directions, and drive with care. We appreciate your patience and cooperation while these important road improvements are carried out. We will continue to keep the community informed as the project progresses.
Footpath Project and Clean Up
While we are continuing to expand our Footpath network with new footpaths and improved pram ramps, we want to assure the community that the Shire will be backfilling between the new paths and kerbing/edges when time permits.
Firebreaks and Restricted Burning Period
A reminder that all land owners/occupiers within the Shire of Mingenew are required to plough, cultivate, scarify, burn or otherwise clear upon the land firebreaks, on or by 1 October and must be maintained of flammable material up to and including 15 March in accordance with s.33 of the Bush Fires Act 1984.

Bush Fire Advisory Committee Meeting
A meeting of the Bush Fire Advisory Committee will be held on Monday, 21 September 2026 at 6pm. All current and new members for the Town Brigade and Farmer Response units are welcome to attend.
Light refreshments will be available following the meeting.
Rural Fire Awareness Training
In preparation for the upcoming fire season, the Shire would like to encourage local community members to complete Rural Fire Awareness training.
This course is FREE, takes approximately 2-3 hrs and is targeted at farmer response brigades and seasonal workers to provide students with a basic awareness of fireground safety, suppression strategies and maintaining their safety when operating on a fireground.
