The Shire of Mingenew is seeking two motivated and personable professionals to join our finance team in the roles of Payroll & Finance Officer and Rates & Finance Officer (two permanent, part-time opportunities).

These positions play an important role in supporting the Shire’s financial operations and delivering high-quality customer service to our community.

ABOUT THE ROLE

Both positions contribute to the efficient operation of the Shire’s finance functions, with a focus on accuracy, compliance and customer service. Each role is offered as part-time, flexible working arrangements may be considered, with expected ordinary hours of at least 32 hours per week.

Payroll & Finance Officer – responsible for payroll processing and broader finance support (minimum 32 hours per week)

Rates & Finance Officer – responsible for rates, revenue and finance support functions (minimum 24 hours per week)

As part of a small team, with a strong community focus, both roles will support the Shire’s frontline customer services.

 

SELECTION CRITERIA

We are looking for candidates who can demonstrate the following:

  • Experience in a finance-related role or relevant tertiary qualifications, with a willingness to learn
  • A friendly, professional and team-oriented approach, with a willingness to support others
  • Initiative and problem-solving skills, including the ability to identify improvements and efficiencies
  • A strong customer service focus, with a genuine desire to create a welcoming and helpful experience for community members
  • Highly developed computer literacy and familiarity with Microsoft Office suite
  • Strong communication skills, with the ability to work effectively with internal stakeholders
  • High attention to detail and well-developed organisational skills

 

Experience in local government, particularly similar roles, is highly regarded but not essential. We are open to supporting the right candidate with training where strong transferable skills and initiative are demonstrated.

 

WHAT WE OFFER

The Shire offers a competitive remuneration (base salary starting from $70,000 pro rata, negotiated dependent on qualifications and experience), with up to 5% matching super contributions by Council, communication allowance and a ‘Loyalty Incentive’ payment after 12 months continuous service.

The Shire of Mingenew is seeking Expressions of Interest (EOI) for the appointment of two Independent Members (Presiding Member and Deputy Member) to the Audit, Risk & Improvement Committee (ARIC).

The primary objective of the Shire of Mingenew Audit, Risk and Improvement Committee (ARIC) is to provide advice and assurance to Council in relation to financial reporting, risk management, internal controls, governance, compliance and organisational performance. The Committee supports Council in meeting its legislative and governance responsibilities and promotes continuous improvement across the organisation.

Independent Presiding Member – Responsible for leading the Committee, facilitating effective meetings, and ensuring the Committee fulfils its responsibilities in accordance with its Terms of Reference and governing legislation. The Presiding Member plays a key role in maintaining independence, objectivity and constructive engagement with Council and management.

Independent Deputy of the Presiding Member – an independent person as Deputy Member to the Presiding Member, is required to step in when the Presiding Member is unavailable.

The appointment is proposed as a three-year term, expiring in June 2029 (maximum term).

Selection Criteria

As well as completing the below Expression of Interest Application Form, in submitting your application please include a recent CV and a cover letter detailing how you can demonstrate the following selection criteria:

  • Financial literacy and, ideally with qualifications or extensive experience in business management and/or accounting;
  • Knowledge of local government operations and the environment within which councils operate;
  • Strong communication skills;
  • High level of personal and professional integrity and ethics; and
  • Demonstrated knowledge of risk management principles and practices.

The above criteria are provided as a guide and do not preclude applicants who may demonstrate other relevant skills, knowledge or experience. The evaluation of potential members will be administered by the CEO and appointments will be approved by Council.

Midwest Independent Member Pool (Optional)

Applicants may elect to have their Expression of Interest shared with other local governments in the Midwest region for consideration for similar Audit, Risk and Improvement Committee (ARIC) roles.

Participating Midwest local governments include: Shire of Carnamah, Shire of Coorow, Shire of Perenjori, Shire of Three Springs.

Casual Employment Pool

The Shire of Mingenew is establishing a Casual Pool for skilled individuals to provide support as needed. This pool will help address temporary service demands, staff absences, and other short-term staffing requirements.

Local candidates with relevant skills are encouraged to apply. Applicants must be Australian citizens or have permission to work in Australia. We welcome applications from diverse backgrounds, including Aboriginal and Torres Strait Islander peoples, CALD individuals, and those with disabilities.

Submitting an application does not guarantee placement or specific hours. Candidates may need to complete a Pre-Placement Medical and provide a National Police Clearance before employment. Successful applicants will be notified and must undergo screening and checks.
