Proposed Workforce Accommodation – 1906 (Lot M441) Yandanooka West Road, Milo
The Shire of Mingenew has received an application from Hancock Energy seeking to site a temporary workforce accommodation camp upon 1906 (Lot M441) Yandanooka West Road, Milo for the construction phase of its Belisama Gas Project.
‘Workforce Accommodation’ is listed as a land use that must be advertised for comment in the ‘Rural’ zone and the Shire is writing to surrounding landowners and relevant government agencies prior to this matter being presented to a meeting of Council for its consideration.
On 19 August 2026 the Western Australian Planning Commission approved a Gas Processing Plant upon 1906 (Lot M441) Yandanooka West Road, Milo. The application, for which comment is now being invited, is therefore limited to the temporary construction workforce accommodation camp aspect, and not the overall Belisama Gas Project which has already been approved by the State Government.
The proposed temporary workforce accommodation camp would house up to 400 workers at peak capacity during the construction of the project, which is anticipated to be completed in the first quarter of 2029.

Submissions must be received prior to 4:00pm Wednesday 30 September 2026 and can be forwarded to the Shire office by mail to PO Box 120 Mingenew WA 6522, by fax on 9928 1128 or emailed to enquiries@mingenew.wa.gov.au or hand delivered to the Shire Office.
The application and received submissions will then be presented to the meeting of Council that will be held on 21 September 2026 at the Council Chambers, 21 Victoria Street, Mingenew commencing at 5:00pm and is open to the public should you wish to attend.

Planning Applications
Planning applications are assessed against the requirements set out in the relevant legislation or policies. The Shire will either approve or refuse an application based on how it meets the legislative requirements.
Planning applications may be approved or refused either through delegated authority (meaning certain Shire officers can make a decision) or by Council.
Note: Council meets on a bi-monthly basis (every two months), which may impact on the length of the application processing time.
In the event that an application is not supported, the Shire will contact the applicant to advise of the issues and reasons the proposal cannot be supported and the applicant will have the opportunity to amend the proposal to address the concerns if possible.
If the concerns cannot not be addressed the application will be refused. If the refusal is issued, the applicant has a right to an appeal through the State Administrative Tribunal (SAT).
How to apply
All development/land uses require approval under the Planning and Development Act 2005 for all works or use of land, unless an exemption applies.
The types of development that may require development and/or land use approval are:
- Building envelope modifications
- Clearing of vegetation
- Home occupation
- Development in a place of landscape value
- Development located in a Bushfire Prone Area (BAL40 or BALFZ)
- Grouped dwellings (Unit sites where there is more than 2 dwellings)
- Ancillary accommodation outside of residential zones
- Advertising signs
- Commercial development or land use
- Industrial development or and use
- Extractive industries/mining
- Change of use

The Shire receives support and advice from Simon Lancaster, Shire of Chapman Valley under a resource sharing arrangement however, all enquiries are to be referred to the Shire of Mingenew in the first instance.
The documents needed for a Development Application will vary dependent on the proposed Development. As a guide, the minimum following documents will be required:
- Completed Application for Development Approval form signed by the owner of the land on which the development is located
- Copy of Certificate of Title
- Payment of required application fee (view Planning Schedule of Fees and Charges)
- Cover letter/report outlining the proposal
- Location Plan and/or Site Plan
- Scaled floor plans, elevations, sections of the proposed works.
